Dallas man gets 20 years in molestation, rape

Paudling County Superior Court has sentenced a man accused of molesting and raping a 14-year-old girl to 20 years in prison and a $3,000 fine.

Cecil Ronald Ray Brown, 32, of Dallas, was sentenced on July 9 after being accused in October 2008.

The Paulding County Sheriff’s Office Crimes Against Children (CAC) unit received the allegation. Their investigation revealed text messages between Brown and the victim.

“The text messages included intimate details about a sexual encounter between Cecil Brown and the victim,” said Lt. Starry Kilgore, commander of the CAC unit.

The victim informed investigators about a one-time sexual encounter between her and Brown, said officials.

Brown will serve 5 years in confinement and the remaining 15 years on probation.

CAC was created in 2006 to focus on cases that involve victims under the age of 18 and to monitor sex offenders that are registered in Paulding County. CAC works closely with outside agencies as part of a Multi-Disciplinary Team. MDT is made up of law enforcement, the district attorney’s office, Department of Family and Children’s Services, Harbor House, and Children’s Healthcare of Atlanta. MDT meets weekly to discuss open cases that are under investigation.

“I am very proud of the men and women that have dedicated themselves to the children of Paulding County,” said Kilgore. “They have made a commitment to help protect those whom can not yet protect themselves.”
