The Atlanta City Council will hold a two-day winter retreat Thursday and Friday, Feb. 23-24. The retreat will focus on city council operational and financial issues. Thursday's meeting, which is scheduled to include a discussion of the city's budget, will be 8 a.m. to 5 p.m. at the Defoor Centre, 1710 Defoor Avenue N.W.
