A special taxing district created to boost development around Hartsfield-Jackson International Airport is expanding its boundaries to take in such high-profile commercial properties as Delta Air Lines and Porsche North America.
The enlarged Airport West Community Improvement District also will include a Wells Fargo check processing center in Hapeville, according to Raquel Obumba, CID program manager at Nickel Works Consulting, adviser to the CID.
“Based on 2015 assessed values of the parcels, this would amount to an increase in $450,000 in additional CID revenues,” Obumba said.
The CID is obtaining sign-offs from the five jurisdictions it overlaps: Atlanta, Fulton County, East Point, College Park and Hapeville. The Atlanta City Council is expected to vote on an Airport West resolution next week.
Airport West, in Fulton County, and the Airport South CID in Clayton County make up the Atlanta Aerotropolis, an effort to encourage development in the area surrounding Hartsfield-Jackson. They are two of more than 20 CIDs in metro Atlanta.
“The purpose of the expansion is to increase the impact of the CID … to expand the reach and do additional projects,” Obumba said. “The CID acts as the implementing tool for the Aerotropolis blueprint. It’s feeding into the overall goal of making this area desirable for businesses, residents, patrons and the like.”
The Aerotropolis administration has been seeking more businesses to agree to tax themselves to join. To expand, a majority of property owners representing 75 percent of the value of an area must sign consent forms; then, the expansion must be approved by the county tax commissioner and local jurisdictions.
