The man accused of shooting and killing a 20-year-old man in a Paulding County neighborhood was arrested and charged with murder Wednesday night, police said.
Lowe Payne, 23, is accused of shooting Carldrake Finister multiple times near the tennis courts in the Vista Lake community, where both men lived, Dallas police Capt. Bill Gorman said.

Finister was sitting at a picnic table Monday night with a friend when another friend contacted him, Gorman said. Finister told the friend to come over, according to police.
But that friend, whose name was not released, had another man with him, Gorman said. Payne also came to the neighborhood amenity area, and he and Finister had a verbal altercation, witnesses told police. That verbal altercation turned physical, Gorman said, and Finister was shot and killed.
“They just didn’t like one another,” Gorman said.
Payne, who surrendered to police Wednesday night, was also charged with aggravated assault.
Finister was a 2015 graduate of Paulding County High School and a student at Georgia Perimeter College, his sister said Wednesday.
Finister’s death was the second homicide in 10 days in the city of Dallas and the third of the year, Gorman said. Homicides are typically rare for his agency, Gorman said.
“That’s very unusual for us,” he said.
In an unrelated shooting Aug. 19, a former Paulding County high school athlete was shot to death after attending a football game. Darnell Isaiah Priester, 16, was arrested and charged with murder in the death of 18-year-old Tommy Lee Robinson.
