Supporters of forming a City of South Fulton have filed a second bill in the General Assembly, giving them another legislative vehicle to accomplish their goal.

Sen. Donzella James, D-Atlanta, filed Senate Bill 140 Friday, which would allow residents to form a city out of the last remaining unincorporated area of Fulton County. A similar bill, House Bill 165, already has been introduced in the House of Representatives.

Like the House bill, the Senate version would allow South Fulton residents to vote on forming a city in November. If they approve it, they would elect a mayor and city council during the presidential preference primary in 2016.

Two Republicans – Sens. John Albers of Roswell and Hunter Hill of Atlanta – co-sponsored James’ legislation.

Supporters of the new city say it would give residents more control over zoning and public services. Last year a Georgia State University Study found the city would be financially viable.

Opponents doubt the city would be viable. Many are happy with the services they receive from Fulton County, and others would rather be annexed by Atlanta or other cities.
