An ethics complaint alleges Interim DeKalb County CEO overstepped his authority when he recently announced a proposal to create a full-time chief integrity officer.

The complaint, filed by DeKalb resident Rhea Johnson, said May interfered with the county Board of Ethics, which is designed to operate independently.

The Board of Ethics will review the complaint, which was filed Wednesday, and then decide whether to open an investigation.
