Police ID man accused of kidnapping woman, forcing ATM withdrawals in Decatur

Torrence Hall, 20, is wanted by Decatur police on multiple counts related to the December kidnapping of a woman who was forced to make multiple ATM withdrawals, then shot in the leg.

A man accused of kidnapping a woman in Decatur and forcing her to make withdrawals at several ATMs before shooting her in the leg has been identified by police, officials said.

Torrence Hall, 20, of DeKalb County, is facing charges of kidnapping, hijacking a motor vehicle, aggravated assault and armed robbery, Decatur police said Thursday. Arrest warrants were taken out against Hall, and police are asking for the public’s help to locate him.

The incident took place Dec. 30 when the woman, who was not identified, was approached by a man in the 200 block of North Arcadia Avenue around 7:30 a.m., Decatur police said in a statement. The man pulled a gun and forced the woman into her car, then got in the car himself. After visiting several ATMs, the man shot the woman in the leg and fled, police said. The woman‘s injuries were not life-threatening and she was able to drive to a nearby hospital.

Decatur police initially released two low-resolution photos of the suspect taken from security camera footage and requested help identifying him. Now that Hall has been identified, police are continuing to search for him and have asked for further help from the public to determine his whereabouts.
