A 19-year-old man hid in a parking deck and attacked his victim after she got off the phone, Decatur police said.

Authorities arrested Deonta Taylor in the Saturday evening attack, according to jail records.

Taylor waited for the victim to get of her phone before he reached behind her and snatched if out her hand, Decatur police Lt. Jennifer S. Ross said. The victim was on the wrong level of the parking deck and was walking into a stairwell before the attack.

“The suspect handed the phone back and ordered her to remove the phone case and unlock the phone,” Ross said.

As the victim handed him her phone, police say Taylor put his hands on her shoulders, pushed her onto a car and tried to lift her skirt.

The woman managed to turn around and push Taylor off her, yelling “no,” and “leave.”

Taylor ran away, but a witness called 911 as Taylor climbed the concrete wall.

Taylor faces robbery, kidnapping and sexual battery charges, Ross said.

He remains in the DeKalb County jail.
