Cops: Man used cellphone to ‘upskirt’ women at Brookhaven Costco

A registered sex offender was arrested after he used his cellphone to film up women’s skirts as they shopped at a Brookhaven Costco, police said Friday.

Jesse William Kirk, 45, was allegedly seen on Costco’s surveillance cameras following women around the store last month and reaching under their clothing with his phone when they weren’t looking, Brookhaven police spokesman Officer Carlos Nino said.

Officers were called to the store on Brookhaven Avenue on July 23 after receiving a call about a suspicious person, according to police.

Kirk was gone by the time they arrived, but police were shown surveillance video of the man reaching under two women’s skirts, Nino said.

“During the incident with the second victim, Mr. Kirk is observed (pacing) back and forth in the general vicinity of the victim,” he said.

As she stands up, Kirk is allegedly seen walking closely behind her, bending down and placing his phone underneath her skirt.

Kirk was arrested Tuesday and charged with two counts of filming underneath an individual’s clothing without their consent. He remains held at the DeKalb County Jail without bond.

GBI records show Kirk, who has a Lithonia address, is on the sex offender registry because of a 1999 sexual assault with intent to commit rape conviction in California.
