US-Russia framework on chemical weapons

The United States and Russia reached an agreement Saturday on a plan that would ultimately result in the destruction of all of Syria's chemical weapons; the deal sets out a series of "special procedures" which will involve action by the United Nations Security Council, even raising the threat of possible military action to enforce the agreement.
