The NFL competition committee proposed new wording pertaining to the rule for what constitutes a completed pass at the owners meetings this week.

In this video, officials - including Falcons president Rich McKay - explain the new rule. Too late now, but the new rule would have made two highly criticized incomplete passes legal catches.
