Kicker Matt Bryant missed the second game with muscle “tightness.”
Graham was signed during last season and kicked the week of his father’s death. He help stabilize the position down the stretch when Bryant went down with a hamstring injury.
Brown is veteran who’s played in 86 NFL games with 15 starts. He’s played with New England, Indianapolis and Jacksonville.
Backup safety Kemal Ishmael is out with a shoulder injury and rookie safety Keanu Neal, who projected to start, is battling back from an injury and was beaten for a 29-yard touchdown pass in the 24-13 win over Cleveland.
The Falcons are now back up to the 90-man roster limit.
