Creepy clown nicknamed 'Gags' spotted in Wisconsin

Aug 6, 2016A person dressed up as a clown and holding black balloons while walking around a Wisconsin town at night has residents on edge.
Several sightings were reported Tuesday in Green Bay.
While Green Bay police acknowledge that they're received calls about the clown, the police captain told WGBA, "A person can walk down the sidewalk dressed however they want as long as they're in a place they legally can be."
