The plan relies on tax credits for individuals that will allow people to buy coverage from private insurers. It also proposes setting up high-risk pools for people with pre-existing conditions and transforming Medicaid.
2. Lightning kills scores: At least 56 people in India were killed by lightning in the past 24 hours, according to officials there. The majority of those killed were farm laborers working in fields in the eastern India state of Bihar. Storms and monsoons have drenched the state during the past few days.
3. McIlroy not going to Rio: Golfer Rory McIlroy announced Wednesday that he would not be competing in the Rio de Janeiro Olympics out of concern over the Zika virus. McIlroy, who was scheduled to compete for Ireland, said Wednesday that it is "a risk I am unwilling to take." 5. Missiles fired: South Korean officials are reporting that North Korea has fired two midrange ballistic missiles. The firing of the powerful Musudan missiles are the fifth and sixth such tests since April. Most of the tests have failed, South Korean military officials said. The last one, however, flew about 250 miles.

A Texas father is in jail after he left his 6-month-old daughter in a vehicle in the driveway of his home. About 1:30 p.m., authorities were alerted to an infant left inside of a vehicle. The child died Tuesday. The child's father, Michael Thedford, 33, has been charged with manslaughter.
