A Texas House of Representatives council gave a surprise victory Wednesday to supporters of full marijuana legalization in the state. (Source: Chron.com)

House Bill 2165  won by 5-2, a vote that included two Republicans. The bill decriminalizes marijuana.

If the proposal moves forward — a doubtful course - it would make Texas the fifth state to approve marijuana for recreational purposes.
