Joseph "Moe" Allen, 32, was identified Friday by New Orleans Police Department as being involved in the shooting at a gathering with about 500 people in attendance at Bunny Friend Park Nov. 22.
Allen is in custody and declined to give a statement to investigators, according to a tweet from the New Orleans Police Department.
