Orange County Animal Services and the Orlando Police Department are asking for the public's help in finding a man who they say dangled a white dog over a second-floor railing.
Investigators said the incident was reported at an apartment in Orlando.
Cellphone video of the incident was posted to Facebook on April 6.
In the graphic video, the man is holding the dog by the neck, dangling it over the porch.
Animal Services and OPD said they went to the neighborhood on Monday, but residents would not identify the man.
The dog's condition has not been released.
