Kevin Austin Skaggs, 36, of Tampa, was arrested Friday and charged with extortion, driving with a suspended or canceled license, and two counts of violation of probation, according to the Hillsborough County Sheriff's Department.

According to deputies, the woman said she knew Skaggs, and that he had been calling her and sending unwanted text messages for the past six months, the Tampa Bay Times reported.

Police did not release the woman's name or reveal the dog's name and breed, the newspaper reported.

Deputies located Skaggs on Friday afternoon as he was driving with the dog in his vehicle, WTVT reported.

The dog was returned unharmed to the woman, the television station reported.
