Gwinnett Commissioners agreed to a $460,000 increase to a multiyear contract with W. Frank Newton Inc. for United States Housing and Urban Development program management services.

This change adds program administration fees for the Neighborhood Stabilization Program and increases the reimbursable portion of the contract. This contract is 100 percent funded by CDBG, Neighborhood Stabilization and other HUD Grant Programs.

The Neighborhood Stabilization Program was created to help slow the decline of neighborhoods where housing values and conditions are deteriorating due to the presence of foreclosed homes. The county uses grant funds to purchase vacant foreclosed homes in targeted areas, make necessary repairs on the homes, and resell the houses to new homebuyers. A portion of the proceeds from these home sales is used to pay WFN for managing the program.

The reason for this request is in part due to increases in the number and cost of title searches, increases in copier lease costs and in the usage of Flood Insight accounts to obtain necessary flood zone documentation.
