A teen accused of shooting a man in the groin in an incident that drew wide attention in the city of Decatur has surrendered.

Billy Lamont Parson Jr., 18, turned himself in at the city police department, the agency announced Tuesday morning.

Charged with aggravated assault, the Decatur teen is accused of shooting the victim last week at Mead Road and Leyden Street near Oakhurst Park.

The victim, whose identity hasn't been released, initially told police he was robbed. He later said he owed someone money, which led to the shooting.
