A woman was charged with homicide by vehicle Tuesday for a June 16 traffic accident in Norcross that killed a 72-year-old man on a scooter, police said.

Lorena Gina Cortez-Novoa, 46, faces two charges in connection with the accident, which occurred at Beaver Run and Indian Trail roads, according to the Norcross Police Department. Cortez-Novoa also faces a charge of failure to obey a traffic control device.

Cortez-Novoa turned herself in to officers at the department, where she was interviewed and then taken to the Gwinnett County Detention Center. She remained in custody Tuesday.

Police said Cortez-Novoa ran a red light and hit James Scarbrough, who was driving his scooter and had been waiting for a green light to turn left onto Beaver Ruin Road.

Scarbrough was a retired lieutenant colonel from the Tennessee Air National Guard, according to his obituary. He served 30 years with the EPA, was a certified conditioned air contractor, and worked with the Gwinnett County Water Resources for 15 years. He was a longtime resident of Norcross.
