Atlanta Mayor Kasim Reed said his choice for the city's new chief financial officer is an able replacement for Joya De Foor, who abruptly left the job this month.

J. Anthony "Jim" Beard was a finalist for the job as Atlanta's chief financial officer last year before being hired as chief financial officer and deputy commissioner of Atlanta's watershed department, where he tackled issues related to water meters and billing.

"He’s done an able job in that regard," Reed said Wednesday. "It’s not perfect, but when I got here, it was terrible. It was terrible, and it needed to be taken on. We have a person who has proven he can do this job."

Reed declined to comment on the circumstances of De Foor's departure.
