Stimulus Broadband Pork

The Obama Administration on Wednesday issued another $1.8 billion in stimulus money that will go to spur the development of high speed broadband initiatives nationwide. Here is the list of projects approved under the plan, which was released by the White House.

The goal is to expand the availability of broadband resources, which the White House argues will help create new jobs in the future.

"Today's investment in broadband technology will create jobs across the country and expand opportunities for millions of Americans and American companies," said Vice President Joe Biden.

Here is the list.  Find a project in your state and leave a comment about whether you think these are good investments or not.

You will see programs listed for the US Department of Agriculture (USDA) and Department of Commerce (DOC) broadband initiatives.  Each project lists the state or states in which the money will be spent and the amount of the award.

The reason that I used the word "pork" in the headline is simple - if any of these projects were included in a Congressional budget/spending bill, they would be derided as pork barrel spending.

But because these awards are being made by the Executive Branch, they escape that type of moniker.  Whether they are worth the money, that decision must be made by you, the voter.

USDA     Spacenet, Inc.     AK, HI     $7,530,000     This approximately $8 million award, will allow Spacenet, Inc. to offer satellite broadband service to rural residential subscribers in Alaska and Hawaii. Approximately 12,550 people stand to benefit. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.
      
USDA     North Alabama Electric Cooperative     AL     $19,100,909     This approximately $19 million award, will allow North Alabama Electric Cooperative to offer a Fiber-To-The-Premises (FTTP) broadband service network to areas of Jackson and Marshall Counties in northeast Alabama. Approximately 20,120 people stand to benefit, as do roughly 1,442 businesses and 53 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     JKM Consulting     AL     $6,269,197     This approximately $6.3 million award will allow JKM Consulting to offer affordable middle-mile broadband service in the rural, economically distressed east-central Alabama region. The project plans to directly connect more than 40 community institutions to broadband. As many as 126,000 people stand to benefit as do 3,700 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Troy Cablevision, Inc     AL     $26,068,284     This approximately $26.1 million award will allow Troy Cablevision to offer affordable middle-mile broadband service in southeast Alabama. The project plans to directly connect as many as 140 community institutions to broadband. As many as 127,200 people stand to benefit as do 3,600 businesses. In addition to the more than approximately 145 jobs Troy Cablevision estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Trillion Communications Corporation     AL     $59,258,545     This approximately $59.3 million award, with nearly $27 million in matching contributions, will allow Trillion Communications to offer affordable middle-mile broadband service in south-central Alabama. The project plans to directly connect as many as 400 community institutions to broadband. As many as 172,800 people stand to benefit as do 3,000 businesses. In addition to the more than 550 jobs Trillion Communications estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Boat People Sos, Inc.     AL     $461,539     This approximately $460,000 award will allow Boat People SOS to provide skills development opportunities for low-income residents and those with limited English proficiency in areas of Alabama devastated by Hurricane Katrina and the subsequent major oil spill. The project will provide skills training, education, and support and increase broadband computer access by creating three new public computer centers with 57 new computer workstations. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Appalachian Valley Fiber Network     AL, GA     $21,286,914     This nearly $21.3 million award will allow Appalachian Valley Fiber Network to offer affordable middle-mile broadband service in Georgia and Alabama. The project plans to directly connect 185 community institutions to broadband. As many as 345,000 people stand to benefit as do 8,300 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     University of Arkansas System     AR     $102,131,393     This approximately $102 million award will allow the University of Arkansas System to offer affordable middle-mile broadband service in the state. The project intends to enhance two major community-serving networks already in existence with a focus on improving healthcare and education capabilities. The project plans to directly connect approximately 475 community institutions to broadband. As many as 1.32 million people stand to benefit as do 61,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     California Broadband Cooperative, Inc.     CA     $81,148,788     This approximately $81.1 million award will allow the California Broadband Cooperative to offer affordable middle-mile broadband service in California and Nevada. The project plans to directly connect 230 community institutions to broadband. As many as 62,400 people stand to benefit as do 2,500 businesses. In addition to the more than 400 jobs the California Broadband Cooperative estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     CVIN     CA     $46,619,757     This approximately $46.6 million award, with nearly $20 million in matching contributions, will allow Central Valley Independent Network (CVIN) to offer affordable middle-mile broadband service in the Central Valley region of California. The project plans to directly connect up to 63 community institutions to broadband. As many as 3.6 million people stand to benefit as do 160,000 businesses. In addition to the over 280 jobs CVIN estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Motorola, Inc.     CA     $50,593,551     This approximately $50.6 million award, with nearly $21.9 million in matching contributions, will allow public safety entities in the San Francisco area to deploy an interoperable wireless public safety broadband network. The project plans to serve 200 existing public safety sites and up to 50,000 public safety users in the greater San Francisco Bay Area. As many as 6 million people stand to benefit from this project.       

DOC     Plumas Sierra Telecommunications     CA     $13,770,240     This approximately $13.8 million award will allow Plumas Sierra Rural Electric Cooperative to offer affordable middle-mile broadband service in California, foster economic development, and improve education, and healthcare in rural areas of the state. The project plans to directly connect 18 community institutions to broadband. As many as 33,000 people stand to benefit as do 2,100 businesses. In addition to the more than 180 jobs Plumas Sierra estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.

       
DOC     Foundation For Calif Community Colleges     CA     $10,944,843     This approximately $10.9 million award will allow the Foundation for California Community Colleges to provide outreach, training, and educational support to increase digital literacy skills and broadband adoption as well as encourage broadband usage among students and their families, especially among low-income Hispanic residents in the Central Valley region. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Zerodivide     CA     $686,157     This approximately $686,000 award, with nearly $300,000 in matching contributions, will allow ZeroDivide to increase broadband usage among the 15 Native American tribes in rural San Diego County, California as part of its Tribal Digital Village project, which will provide 8,900 tribal residents and 2,000 residents living in adjacent communities with broadband training, awareness, and adoption programs. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Zerodivide     CA, HI, NM, OR, UT, WA     $1,384,242     This $1.4 million award, with $605,000 in matching contributions, will allow ZeroDivide to expand broadband access to low-income youth in communities across California, Hawaii, New Mexico, Oregon, Utah, and Washington. The project plans to provide training and support services to encourage sustainable adoption and technology awareness with a focus on disadvantaged communities. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     District Of Columbia Government     DC     $4,196,777     This approximately $4.2 million award will allow the District of Columbia Government to drive demand for broadband in economically troubled neighborhoods in the city by launching the DC-BETA project, which plans to provide broadband-related outreach, digital literacy courses, workforce skills training, refurbished computers, and facilitate home broadband usage among vulnerable populations. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Echostar XI Operating LLC     Eastern and Midwest     $14,159,250     This approximately $14 million award, will allow Echostar XI Operating LLC to offer satellite broadband service to rural residential and commercial subscribers in regions 4, 5, and 6. Approximately 42,478 people stand to benefit, as do roughly 1,888 businesses. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Florida Rural Broadband Alliance     FL     $23,693,665     This approximately $23.7 million award, with nearly $10.5 million in matching contributions, will allow the Florida Rural Broadband Alliance to offer affordable middle-mile broadband service in large portions of the northwestern and south-central regions of Florida. The project plans to directly connect 190 community institutions to broadband. As many as 417,600 people stand to benefit as do 16,000 businesses. In addition to the more than 120 jobs the Florida Rural Broadband Alliance estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Tallahassee, City Of (Inc)     FL     $1,212,020     This approximately $1.2 million award will allow the City of Tallahassee, Florida to utilize broadband technology to enhance workforce skills, educational opportunities, and digital literacy among low-income, low-literacy residents in economically depressed, underserved areas of the city. The project will also provide an online broadband accessibility curriculum for K-12 students to develop digital literacy and other skills. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Tampa Housing Authority     FL     $2,131,322     This approximately $2.1 million award will allow the Tampa Housing Authority to encourage broadband subscribership and awareness within 23 public housing sites with economically disadvantaged residents. The project will serve 17 diverse community institutions and offer skills and job training classes to residents. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
USDA     Quincy Telephone Company     FL (84%) GA (16%)     $1,363,547     This approximately $1.3 million award matched by $454,515 in private contribution, will allow Quincy Telephone Company to offer broadband service speeds of up to 20 megabytes per second in Gadsden County, Florida and Decatur County, Georgia. Approximately 1,331 people stand to benefit, as do roughly 14 businesses and 2 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Windstream Corporation     GA     $4,665,116     This approximately $4.6 million award matched by $1,555,038 in private contribution, will allow Windstream Corporation to offer broadband service speeds of up to 12 megabytes per second in the counties of Appling, Charlton, Dodge, Early, Miller, Rabun, Seminole, Tattnall, Telfair, Upson, Walker, and Wayne. Approximately 8,723 people stand to benefit, as do roughly 284 businesses and 35 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     South Georgia Regional Information Technology Authority     GA     $13,327,030     This approximately $13 million award, will allow the South Georgia Regional Information Technology Authority to offer 700 MHz and 2.5 GHz 4G mobile and fixed wireless broadband service in the rural southwest counties of Baker, Calhoun, Early, Miller, and Mitchell. Approximately 53,000 people stand to benefit, as do roughly 2,272 businesses and 246 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Iowa Telecommunications Services, Inc     IA     $5,163,935     This approximately $5 million award matched by $1,721,312 in private contribution, will allow Iowa Telecommunications Services, Inc to offer a Fiber-To-The-Node (FTTN) network that will connect DSL nodes in 42 service areas to fiber optic cable that will enable broadband speeds from 3 megabytes per second (Mbps) to 15Mbps. Approximately 7,270 people stand to benefit, as do roughly 7,367 businesses. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       
USDA     Iowa Telecommunications Services, Inc     IA     $12,236,836     This approximately $12 million award matched by $4,078,946 in private contribution, will allow Iowa Telecommunications Services, Inc to offer a FTTN network that will connect DSL nodes in 80 service areas to fiber optic cable that will enable broadband speeds from 3Mbps to 15Mbps. Approximately 9,293 people stand to benefit, as do roughly 14,291 businesses. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.      
 
USDA     Southwest Telephone Exchange, Inc.     IA     $5,987,330     This approximately $6 million award will allow Southwest Telephone Exchange, Inc. to implement the Southwest Iowa Fiber-to-the-Home Broadband Deployment project to provide broadband service to the towns of Imogene, Emerson, Henderson and their surrounding rural areas. Approximately 1,468 people stand to benefit, as do roughly 55 businesses and 9 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     The Municipal Communications Utility of the City of Cedar Falls, aka Cedar Falls Utility     IA     $873,433     This approximately $873,000 award, matched by an equal amount in private contribution, will allow Cedar Falls Utilities to offer broadband service speeds of up to 50 Mbps in rural Black Hawk, Butler and Grundy Counties. The new broadband system will employ a combination of state-of-the-art broadband wireless and FTTP technologies in an area that is 90 percent unserved. Approximately 1,753 people stand to benefit, as do roughly 259 businesses. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Nez Perce Tribe     ID     $1,569,109     This approximately $1.6 million award with approximately $700,000 in matching contributions, will allow the Nez Perce Tribe to offer affordable middle-mile broadband service in northern Idaho. The project plans to directly connect as many as 18 community institutions to broadband. As many as 11,520 people stand to benefit as do 4,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Idaho Commission For Libraries     ID     $1,907,531     This approximately $1.9 million award, matched by nearly $943,000 in matching contributions, will allow the Idaho Commission for Libraries to increase connectivity and computing capacity in the state's 55 least-connected public libraries by enhancing broadband speeds, deploying 230 new public computers, and upgrading 125 workstations to meet the increased demand. The project will also offer educational, employment and e-government services to economically vulnerable populations in the state. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Cellular Properties, Inc.     IL     $12,264,520     This approximately $12 million award matched by $12,264,520 in private contribution, will allow Cellular Properties, Inc. to provide both mobile and fixed wireless broadband service over a 3G Universal Mobile Telecommunications Network (UMTS) in 11 rural counties in eastern Illinois. Fiber-To-The-Tower (FTTT) will also be deployed to provide an upgrade path to a 4G LTE network in the future. Approximately 66,513 people stand to benefit, as do roughly 7,123 businesses and 704 community institutions. In addition to the more than 267 jobs Cellular Properties, Inc. estimates this project will create upfront, it will provide a foundation for economic growth and job creation for decades to come.      
 
USDA     Utopian Wireless Corporation     IL     $264,362     This approximately $264,000 award, will allow Utopian Wireless Corporation to bring WiMAX infrastructure to rural communities in and around Bushnell. Utopian will provide 4G portable/mobile broadband access over a licensed 2.5 GHz spectrum. Approximately 3,703 people stand to benefit, as do roughly 102 businesses and 32 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Utopian Wireless Corporation     IL     $518,855     This approximately $519,000 award, will allow Utopian Wireless Corporation to bring WiMAX infrastructure to rural communities in and around Flora. Utopian will provide 4G portable/mobile broadband access over a licensed 2.5 GHz spectrum. Approximately 6,978 people stand to benefit, as do roughly 276 businesses and 86 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Central Management Services     IL     $61,895,282     This approximately $61.9 million award, matched by nearly $34.5 million in matching contributions, will allow the Illinois Department of Central Management Services (CMS) to offer affordable middle-mile broadband service in northeastern, central and southern Illinois. The project plans to directly connect 400 community institutions to broadband. As many as 9.4 million people stand to benefit as do 285,000 businesses.   In addition to the more than 160 jobs CMS estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Delta Communications LLC     IL     $31,515,253     This approximately $31.5 million award, matched by nearly $13.9 million in matching contributions, will allow Clearwave Communications to offer affordable middle-mile broadband service in Illinois. The project plans to directly connect 232 community institutions to broadband. As many as 720,000 people stand to benefit as do 55,000 businesses.  In addition to the more than 150 jobs Clearwave Communications estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Wave Wireless, L.L.C.     KS     $2,476,588     This approximately $2 million award, will allow Wave Wireless, L.L.C. to expand a current fixed wireless network to new locations in Cherokee, Crawford, Labette, and Neosho Counties in order to provide high-speed Internet access services. Approximately 7,225 people stand to benefit, as do roughly 2,106 businesses and 72 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.      
USDA     Windstream Corporation     KY     $27,644,292     This approximately $27.6 award matched by $9,214,764 in private contribution, will allow Windstream Corporation to offer broadband service speeds at a minimum of 6 megabytes per second in over 80 rural communities. Approximately 277,000 people stand to benefit, as do roughly 10,557 businesses and 588 community institutions. In addition to the more than 390 jobs Windstream Corporation estimates this project will create upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Windstream Corporation     KY     $31,118,534     This approximately $31 million award matched by $10,372,845 in private contribution, will allow Windstream Corporation to offer broadband service speeds of up to 12 megabytes per second in over 80 rural communities. Approximately 272,000 people stand to benefit, as do roughly 8,156 businesses and 675 community institutions. In addition to the more than 500 jobs Windstream Corporation estimates this project will create upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Boat People SOS, Inc.     KY     $392,000     This approximately $392,000 award, with more than $200,000 in matching contributions, will allow Boat People SOS to provide broadband access, training, education, and support for the underserved Vietnamese immigrant and refugee community in South Louisville and the surrounding areas in Jefferson County, Kentucky. The project plans to deploy 20 new broadband computer workstations that will enable access for an additional 840 users at local libraries each week. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     KY Arts, Education & Humanities Cabinet     KY     $1,349,826     This approximately $1.3 million award will allow the Kentucky Arts, Education & Humanities Cabinet to deploy up to 520 new public computer workstations, enhance 300 additional workstations, and upgrade 60 public libraries and workforce centers in Kentucky. The project plans to offer public training and skills courses for residents, with a goal of increasing access, usage and educational opportunities in areas with especially high poverty, disability, and unemployment levels. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Nexus Systems, Inc.     LA     $9,163,384     This approximately $9.2 million award will allow Nexus Systems to build a hybrid fiber-microwave middle mile and wireless last-mile network in seven underserved parishes in the north central portion of Louisiana. The project plans to directly connect as many as 110 community institutions to broadband. As many as 133,000 people stand to benefit as do 1,800 businesses. In addition to the approximately 135 jobs Nexus Systems estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Bloomingdale Communications Inc     MI     $5,646,473     This approximately $5.6 million award will allow Bloomingdale Communications to offer affordable middle-mile broadband service in southwest Michigan. The project plans to directly connect 40 community institutions to broadband. As many as 32,400 people stand to benefit as do 1,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Michigan State University     MI     $6,056,819     This approximately $6.1 million award will allow Michigan State University to establish and upgrade more than 200 public computer centers in the south-central Michigan region, reducing the wait time for computer workstations and enabling access for an additional 180,000 weekly users at public centers. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Merit Network Inc     MI, MN, WI     $69,639,291     This approximately $69.6 million award will allow Merit Network to offer affordable middle-mile broadband service in Michigan's Upper Peninsula and Lower Northern Peninsula, with additional connections to research and educational networks in Wisconsin and Minnesota. The project plans to directly connect 61 community institutions to broadband. As many as 1.8 million people stand to benefit as do 49,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Sjoberg's, Inc.     MN     $866,060     This approximately $866,000 award, will allow Sjoberg's, Inc. to offer FTTH broadband service in Roseau, Thief River Falls, as well as the hamlet of Fox. This project will benefit many small farms located in the "grain belt". Approximately 656 people stand to benefit, as do roughly 15 businesses and 3 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     County of Carver     MN     $5,995,600     This nearly $6 million award will allow the County of Carver to offer affordable middle-mile broadband service in south-central Minnesota. The project plans to directly connect 86 community institutions to as well as all public safety 800 MHz towers in the county, allowing more reliable and efficient service to public safety and first responders. As many as 57,600 people stand to benefit as do 2,700 businesses.  In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Enventis     MN     $16,822,437     This approximately $16.8 million award, with more than $7.2 million in matching contributions, will allow Enventis Telecom to offer affordable middle-mile broadband service in Minnesota. The project plans to directly connect 70 community institutions to broadband. As many as 350,400 people stand to benefit as do 28,000 businesses. In addition to the more than 250 jobs Enventis estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       
USDA     United Electric Cooperative, Inc.     MO     $21,213,106     This approximately $21 million award, will allow United Electric Cooperative, Inc. to offer a FTTP network with a patented, cost effective design. Services offered will include triple play bundles from multiple internet, video, and voice providers, as well as home security, distance learning and telemedicine.       

DOC     Bluebird Media, LLC     MO     $45,145,250     This approximately $45.1 million award, matched by nearly $19.7 million in matching contributions, will allow BlueBird Media to offer affordable middle-mile broadband service in economically distressed areas of Northern Missouri. The project plans to directly connect 350 community institutions to broadband. As many as 1.4 million people stand to benefit as do 57,000 businesses.  In addition to the more than 700 jobs BlueBird Media estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Smithville Telephone Company, Inc.     MS     $7,110,886     This approximately $7 million award, will allow Smithville Telephone Company, Inc. to offer a combination of FTTP and advanced DSL services offering a minimum of 20Mbps across Smithville Telephone's entire service area in the rural portions of Itawamba and Monroe Counties in the state's northeastern area. Approximately 1,795 people stand to benefit, as do roughly 15 businesses and 5 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Contact Network Inc.     MS     $11,584,467     This approximately $11.6 million award will allow Contact Network to offer affordable middle-mile broadband service throughout 12 economically distressed counties in the Mississippi Delta region. The project plans to directly connect up to 130 community institutions to broadband. As many as 172,800 people stand to benefit as do 3,100 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     State of Mississippi     MS     $70,055,000     This approximately $70 million award will allow public safety entities throughout the state to deploy an interoperable wireless public safety broadband network, using the 700 MHz spectrum, to every public safety agency in the state. The project plans to serve 90 hospitals and 340 ambulances and up to 9,900 public safety users throughout Mississippi. As many as 2.8 million people stand to benefit from this project.      
 
USDA     Hughes Network Systems     Nationwid e     $58,777,306     This approximately $59 million award, will allow Hughes Network Systems to offer satellite broadband service to rural residential and commercial subscribers nationwide. Approximately 258,685 people stand to benefit, as do roughly 3,200 businesses. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.

In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       
DOC     City of Charlotte     NC     $16,702,490     This approximately $16.7 million award will allow public safety entities in the city to deploy an interoperable wireless public safety broadband network in the Charlotte/Mecklenburg County area. The project plans to construct 24 new wireless towers to complement six existing towers on the network, and bring over 11,000 public safety end users onto the system. As many as 890,000 people stand to benefit from this project.       

DOC     MCNC     NC     $75,757,289     This approximately $75.8 million award will allow MCNC to offer affordable middle-mile broadband service in 69 of the most economically disadvantaged rural counties along the northern and southern borders of North Carolina. The project plans to directly connect 170 community institutions to broadband. As many as 5.1 million stand to benefit as do 160,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       
DOC     Olive Hill Comm Economic Development     NC     $448,742     This nearly $450,000 award will allow the Olive Hill Community Economic Development Corporation to expand access to broadband in the greater western region of North Carolina by establishing a public computer center and providing community training and support, with a focus on helping disadvantaged local businesses, the unemployed, and individuals seeking higher education opportunities. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     WinstonNet Inc     NC     $926,537     This approximately $926,000 award, with $696,000 in matching contributions, will allow WinstonNet to improve broadband access for communities with the greatest need in Forsyth County, North Carolina. The project plans to upgrade public computers workstations and provide new equipment for 38 public computer centers. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Dakota Carrier Network     ND     $10,781,157     This approximately $10.8 million award, matched by more than $4.6 million in matching contributions, will allow the Dakota Carrier Network to offer affordable middle-mile broadband service in North Dakota. The project plans to directly connect 175 community institutions to broadband. As many as 6,400 people stand to benefit as do 600 businesses.  In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.

The project plans to directly connect up to 100 community institutions to broadband. As many as 204,000 people stand to benefit as do 8,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Nebraska, State Of     NE     $2,416,403     This approximately $2.4 million award, with nearly $1.3 million in matching contributions, will allow the State of Nebraska to expand broadband computer service to economically at-risk populations in the state by upgrading broadband access for approximately 45 public computer centers, deploying more than 600 new workstations and upgrading another 475 workstations, and providing computer literacy training at libraries across the state. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     NJ Department of Treasury     NJ     $39,638,152     This approximately $39.7 million award will allow public safety entities in the Northern New Jersey Urban Area Security Initiative region to deploy an interoperable wireless public safety broadband network. The project plans to serve 51 public safety agencies and more than 30,000 public safety users. As many as 4.5 million people stand to benefit from this project.       

DOC     Department of Information Technology     NM     $38,699,997     This approximately $38.7 million award, with approximately $17 million in matching contributions, will allow public safety entities in New Mexico to deploy an interoperable wireless public safety broadband network in the Albuquerque and Santa Fe metropolitan areas. The project plans to serve 14 sites and up to 1,500 public safety users. As many as 600,000 people stand to benefit from the public safety aspect of this project. This project will also connect 150 additional community anchor institutions.

Telephone Cooperative     NM, TX     $16,460,815     This approximately $16.5 million award, with more than $7 million in matching contributions, will allow ENMR-Plateau to offer affordable middle-mile broadband service in New Mexico and Texas. The project plans to directly connect 287 community institutions to broadband. As many as 115,000 people stand to benefit as do 3,800 businesses. In addition to the more than 100 jobs ENMR-Plateau estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Nevada Hospital Association     NV     $19,643,717     This approximately $19.6 million award will allow the Nevada Hospital Association to build and operate a statewide telemedicine network to be made available to 37 medical providers throughout the state, with additional capacity for use by public safety agencies, educational institutions, tribal governments, and last-mile Internet service providers. As many as 56,000 people stand to benefit as do 1,700 businesses.  In addition to the more than 100 jobs the Nevada Hospital Association estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     PYRAMID LAKE PAIUTE TRIBE     NV     $7,070,006     This approximately $7.1 million award will allow the Pyramid Lake Paiute Tribe to offer affordable middle-mile broadband service in Nevada and expand access to online tools like distance learning, telemedicine and enhanced public safety services on its reservation. The project plans to directly connect local community institutions to broadband. As many as 1,500 people stand to benefit. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Windstream Corporation     NY     $855,901     This approximately $856,000 award, will allow Windstream Corporation to offer broadband service speeds of up to 12 megabytes per second in Clymer, Columbus, Ellery, French Creek, Mina, and Sherman. Approximately 1,747 people stand to benefit, as do roughly 8 businesses and 8 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Labor, New York Department Of     NY     $536,737     This approximately $536,000 award matched by more than $230,000 in matching contributions, will allow the New York Department of Labor to expand broadband computer access in the state and partner with other agencies and organizations to leverage their extensive investment in equipment, software, and training materials. The project plans to connect 20 of the state's existing public workforce investment One Stop Career Centers to occupational skills training and career planning services from three state organizations, expanding these services to low-income areas where the training is not available locally. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Horizon Telecom, Inc     OH     $66,474,247     This approximately $66.5 million award, with nearly $28.5 million in matching contributions, will allow Horizon Telecom to offer affordable middle-mile broadband service in Appalachian Ohio. The project plans to directly connect 600 community institutions to broadband. As many as 1.7 million people stand to benefit as do 37,000 businesses. In addition to the more than 230 jobs Horizon Telecom estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Connected Nation, Inc.     OH     $6,856,399     This approximately $6.9 million award, with more than $3.1 million in matching contributions, will allow Connected Nation to encourage broadband adoption in Ohio by deploying up to 2,000 new public computer workstations, upgrading 317 compute centers, and conducting training sessions at community institutions throughout the state. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     OneCommunity     OH     $44,794,046     This approximately $44.8 million award, with more than $25 million in matching contributions, will allow One Community to offer affordable middle-mile broadband service in northeastern Ohio. The project plans to directly connect nearly 800 community institutions to broadband. As many as 5 million people stand to benefit as do 210,900 businesses. In addition to the nearly 200 jobs this project will create, it will provide a foundation for economic growth and job creation for generations to come.       

USDA     Oklahoma Communication Systems, Inc.     OK     $3,570,745     This approximately $4 million award matched by $1,190,248 in private contribution, will allow Oklahoma Communication Systems, Inc. to offer DSL broadband service in Oklahoma Communication's rural service territory comparable to that in its more populated areas. The network is also engineered so that it can be easily upgraded at a reasonable cost to meet future needs. Approximately 2,193 people stand to benefit, as do roughly 34 businesses and 1 community institution. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Pine Telephone Company, Inc.     OK     $9,754,430     This approximately $9.7 million award, will allow Pine Telephone Company, Inc. to offer 3G universal mobile broadband service in southeast Oklahoma; Coal, Latimer, Le Flore, and Pittsburg counties, within the Choctaw Nation. Approximately 7,700 people stand to benefit, as do roughly 107 businesses and 26 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.      
DOC     Oklahoma Office of State Finance     OK     $73,998,268     This approximately $74 million award will allow the Oklahoma Office of State Finance to offer affordable middle-mile broadband service in communities throughout the state. The project plans to directly connect over 30 community institutions to broadband. As many as 2.25 million people stand to benefit as do 56,000 businesses. In addition to the more than 860 jobs the Oklahoma Office of State Finance estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     Keystone Wireless, LLC     PA     $36,382,885     This approximately $36 million award, will allow Keystone Wireless, LLC to offer 3G broadband service in central Pennsylvania; Centre, Lycoming, Union, Northumberland, Snyder, Clinton, Schuylkill, Berks, and Mountour counties. Approximately 963,820 people stand to benefit, as do roughly 26,882 businesses and 9,035 community institutions. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       
DOC     Wireless Neighborhoods     PA     $784,000     This approximately $784,000 award will allow Wireless Neighborhoods to provide enhanced Internet access and online tools to predominantly low-income communities in Pittsburgh, Pennsylvania. The project plans to deploy 160 new public workstations at four new computer centers in the city. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     County of Oconee     SC     $9,604,840     This approximately $9.6 million award, with more than $4.7 in matching contributions, will allow the County of Oconee to offer affordable middle-mile broadband service in South Carolina. The project plans to directly connect as many as 150 community institutions to broadband. As many as 66,700 people stand to benefit as do 2,400 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.

award will allow Connected Tennessee to expand broadband computer access as part of its Computers 4 Kids program, which will focus on driving adoption and awareness among vulnerable youth by providing them with academic support, workforce training, and computer equipment. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

USDA     TierOne Converged Networks, Inc.     TX     $19,244,200     This approximately $19 million award, will allow TierOne Converged Networks, Inc. to offer broadband service speeds of up to 6.5 megabytes per second in 11 north Texas counties. Approximately 246,344 people stand to benefit, as do roughly 12,726 businesses and 874 community institutions. In addition to the more than 1,100 jobs TierOne Converged Networks estimates this project will create upfront, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     Peoples Telephone Cooperative     TX     $28,825,356     This approximately $28.8 million award will allow the Peoples Telephone Cooperative (PTC) to offer affordable middle-mile broadband service in eastern Texas. The project plans to directly connect as many as 190 community institutions to broadband. As many as 241,000 people stand to benefit as do 10,300 businesses. In addition to the approximately 100 jobs PTC estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Texas A&M University     TX     $6,550,775     This approximately $6.6 million award,
with nearly $3 million in matching contributions, will allow Texas A&M University System to offer affordable middle-mile broadband service in areas of Texas. The project plans to connect almost 50 community anchor institutions, including more than 12 institutions of higher education serving more than 110,000 students and 27,000 faculty and staff. As many as 231,000 people stand to benefit as do 4,200 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     City of Brownsville     TX     $865,920     This approximately $865,000 award, matched my more than $370,000 in matching contributions, will allow the City of Brownsville, Texas to foster economic growth by increasing public computer access and awareness of the benefits of broadband. The project will enhance existing public computer workstations, deploy 176 new workstations, and engage new users through teacher-led training. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Library & Archives Commission, TX State     TX     $7,955,941     This approximately $8 million award, with nearly $3.7 million in matching contributions, will allow the Texas State Library & Archives Commission to deploy the Technology, Expertise, Access and Learning for all Texans (TEAL) project which will provide greater broadband computer access at faster speeds by upgrading 125 public computer centers and establishing approximately 30 new centers equipped with 2,200 new workstations. In addition to the more than 125 jobs TEAL estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     UTOPIA     UT     $16,229,321     This approximately $16.2 million award, with more than $7.8 million in matching contributions, will allow UTOPIA to offer affordable middle-mile broadband service in the Great Salt Lake region of northern Utah. The project plans to directly connect as many as 400 community institutions to broadband. As many as 369,600 people stand to benefit as do 31,000 businesses. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.

In addition to the more than 100 jobs Rockbridge County estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Mid-Atlantic Broadband Cooperative     VA     $10,023,247     This approximately $10 million award will allow the Mid-Atlantic Broadband Cooperative (MBC) to offer affordable middle-mile broadband service in eastern Virginia. The project plans to directly connect 66 community institutions to broadband. As many as 84,000 people stand to benefit as do 340 businesses. In addition to the more than 100 jobs the MBC estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Virgin Islands Public Financing Authority     VI     $58,888,469     This approximately $58.9 million award, with nearly $29.4 million in matching contributions, will allow the Virgin Islands Public Finance Authority to offer affordable middle-mile broadband service in the islands of St. Thomas, St. Croix, and St. John. The project plans to directly connect as many as 325 community institutions to broadband with a focus on key institutions like hospitals and public safety entities whose communications capabilities are frequently disabled by hurricanes and other heavy storms. As many as 103,200 people stand to benefit as do 2,500 businesses. In addition to the over 200 jobs the Virgin Islands Public Finance Authority estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.

In addition to the more than 100 jobs NoaNet estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.

Approximately 110,150 people stand to benefit, as do roughly 4,896 businesses. In addition to the jobs this project will support upfront, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     University of Wisconsin System     WI     $29,884,914     This approximately $29.9 million award, with more than $12.8 in matching contributions, will allow the University of Wisconsin - Extension Service (UWEX) to offer affordable middle-mile broadband service in communities across the state. The project plans to directly connect as many as 182 community institutions to broadband. As many as 333,600 people stand to benefit as do 9,000 businesses. In addition to the nearly 150 jobs UWEX estimates the project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     College Of Menominee Nations     WI     $3,355,956     This approximately $3.4 million award, matched by nearly $1.7 million in matching contributions, will allow the College of Menominee Nation to upgrade and expand public computer services for the Menominee Indian tribe of Wisconsin as well as residents in nearby regions. The project plans to deploy up to 130 new workstations and increase hours of operation to serve an estimated 660 additional users per week as well as provide educational and skills training to residents. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.       

DOC     Milwaukee, City Of     WI     $2,479,742     This approximately $2.5 million award will allow the City of Milwaukee to enhance broadband capacity and availability for the public with a particular focus on economically vulnerable communities and areas of the city with higher poverty and unemployment rates. The project plans to deploy up to 270 new computer workstations, upgrade broadband speeds, and provide skills training to residents. In addition to the jobs this project will create, it will provide a foundation for economic growth and job creation for decades to come.      
 
DOC     University Of Wisconsin System     WI     $2,390,414     This approximately $2.4 million award will allow the University of Wisconsin System to increase broadband usage through comprehensive and targeted broadband adoption programs in five needy communities in the state. The project will create seven public computer centers and develop targeted programs for tribes, farmers, senior citizens, students, and the unemployed.
