According to this report that quotes a memorandum to all owners, Arthur Blank, the Atlanta Falcons owner and NFL Compensation Committee Chairman, signed the "binding contract extension ... on behalf of the league entities."
Owners were notified of the contract by the Compensation Committee, according to Pro Football Talk.
The NFL Commissioner signed a five-year contract, according to further reports.
