The Falcons have committed 19 penalties through two games, which is the fourth highest in the NFL.

The Falcons had 10 penalties for 58 yards against the Eagles on Sunday. They had nine for 78 yards against the Vikings.

“I would say they’re not all created equal,” Quinn said. “The ones that really agitate you the most are pre-snap, where we lost our focus and jumped offsides on a punt. Or jumped offsides on offense and knocked us back to first-and-20.

“We recognize if there was to be a foul and it was aggressive, you were battling for it, we feel like we can clean those up by technique and emphasizing it. We can’t clean up jumping offsides in terms of a technique area. It’s a loss of focus.”

Only Tennessee (26), Philadelphia (22) and Chicago (20) have committed more penalties.

The Falcons have been battling against penalties since the exhibition season.

“The ones that hurt you the most are usually interference down the field ... the DPIs down the field, and punt returns,” Quinn said. “Those are big ones because it’s not from where the foul occurred. It’s all the way back from where the return (started). You could have a return of 40 yards and all of a sudden you’re looking at a 50-yard penalty. Those are the ones that it’s like, man, that didn’t need to happen. That’s not a good foul. That’s not being aggressive.”

Cornerback Isaiah Oliver has had a defensive pass interference and two holding penalties.

Calvin Ridley, Alex Mack, Russell Gage and Jake Matthews have all had one false start penalty. Also, defensive end Takk McKinley has had one offside penalty.
