Dallas Police Chief U. Reneé Hall said she is “angry” that she and her staff are investigating the death of a 1-year-old boy, who officials believe was shot in a “targeted” shooting.
Police say that early Sunday the toddler, Rory Norman, and his uncle were shot in their home during what Hall calls a targeted and deliberate shooting at the South Dallas residence, according to a report by the Dallas Morning News.
The shooting happened about 3:40 a.m. in the 2900 block of Valentine Street, Hall told the media during a news conference. The gunman, who was armed with a rifle, fired only into bedroom windows of the home, the newspaper reported.
Rory, who would have turned 2 later this month, was shot multiple times and died at a local hospital. His 20-year-old uncle was shot several times and wounded. He remains in stable condition, as of Monday. Rory’s mother was home at the time of the shooting, but she was uninjured.
"It's something you never want to see, not only as a mother but as a police chief," U. Reneé Hall said during the media conference. "It happened on my watch, and I am angry. And this (expletive) has to stop in this city."
Dallas Mayor Eric Johnson also expressed his frustration with what he referred to as yet another "shameless act of violence" in a tweet Sunday.
“This is intolerable, and as the father of two young boys, I am both saddened and outraged,” he said in his tweet. “We have to do all we can to keep our children safe, and we must bring this killer to justice swiftly.”
Rory’s death happened days after Hall released an extensive report outlining her plan to reduce violent crime, following more than 200 killings in the city in 2019.
Her proposal seeks to reduce murders and aggravated assaults by 10% with efforts that would focus on high-priority offenders and targeted patrols.
Hall was police chief when former Officer Amber Guyger shot and killed Botham Jean after allegedly confusing her apartment for his. She was found guilty of murder in October and sentenced to 10 years in prison.
