NTSB issues report on plane crash. A witness told the National Transportation Safety Board the plane that crashed on to the Perimeter earlier this month was "moving extremely slow and only 75-100 feet above ground level when it went over his head," according to the preliminary report, issued Tuesday. Move over. An update to the law on impeding traffic says a driver has to move out of the far left lane if approached from behind by a vehicle going faster.
