Media outlets report the incident happened Friday morning at Spudnuts Donuts in Los Angeles. In the video, owner Cindy Seam-Kao can be seen approaching a woman dressed in a hoodie seated at a table, later identified as 51-year-old Stacy Rosen. Seam-Kao told KCAL-TV that Rosen is homeless, visits the shop frequently and usually isn't a problem -- but that morning was different.

Rosen was “... just being loud. Wailing. Scaring the little girl. And that’s what concerned me,” Seam-Kao said.

Seam-Kao said she asked Rosen to leave. The video shows Rosen then throwing her coffee at Seam-Kao, after which Seam-Kao swats at the woman as Rosen kicks her.

"You could feel the burn," Seam-Ko told KTTV-TV. "It took me a minute to realize what was happening because it's so shocking."

Other employees and customers then forced Rosen to leave. Seam-Ko called police and made a report.

Rosen was arrested Sunday and put on a three-day psychiatric hold, KTTV-TV reported.

Seam-Ko told local media that she and her husband want to see change regarding Los Angeles' homeless problem.

“I think like people are talking about it and tired of it, but we can’t do anything about it,” she said. “It feels like we have less rights than they do.”
