Special needs student faces terrorism charges for threatening tweets

A special needs student could be facing 20 years in prison for tweets about "killing kids."

Scott Richard Parker, 21, was arrested and charged with four counts of making a threat of terrorism, according to the Detroit Free Press.

Prosecutor William Vailliencourt authorized the charges under Michigan's Anti-Terrorism Act.

"It is not a defense to these charges that the defendant did not have the actual intent or ability to carry out these threats," Vailliencourt said to the Detroit Free Press.

Parker made a "nonspecific threat about killing kids" that was in response to another tweet, George Basar, Howell police chief, said to the Detroit Free Press.

"He has some diminished (mental) capacity," Basar said to the newspaper. "He never had the means or capacity to carry it out. … He has no access to any weapons or transportation. His physical limitations are such that he can't drive."

Investigators and school officials did not indicate what the initial tweet was.
