ESPN  reported the league called it a uniform violation and that Roethlisberger was "livid."

Roethlisberger injured his elbow earlier in the season and required surgery to fix it, WPXI reported. The injury ended the quarterback's hopes of playing the rest of the 2019 campaign.

Roethlisberger said he is appealing the fine, according to ESPN, which cited unnamed sources. NFL rules ban all electric devices that transmit messaging.
