And while she did say yes, police said no and have charged Valladares with obstructing a highway.

The bride-to-be, Michelle Wycoff, is not being charged.

Valladares faces up to a six-month stint in jail if convicted.

But why did he choose that spot and inconvenience drivers?

Valladares told Inside Edition that he had his friends block traffic at that location because of the skyline view of Houston.

He has since apologized to drivers saying that he didn't want to cause trouble.

The bride-to-be said she did not mind the barrage of not-so well wishes the couple have received. Wycoff said she was thankful for the creative proposal.
