After insisting that he "did not have sex with that woman," President Clinton admitted in a speech to the nation that he had a relationship with Monica Lewinskky that was "not appropriate." While he confessed that his actions were wrong and "constituted a critical lapse in judgment and a personal failure on my part for which I am solely and completely responsible," he did not actually apologize.
