A bystander found a dog with its throat slit and muzzle duct taped shut along the side of the road, the Butler County Sheriff's Office said.
The injured dog was found Aug. 17 in Madison Township.
"This is appalling. Words cannot describe the disgust I'm feeling right now. We will work diligently to find who did this and seek justice," Sheriff Richard Jones said.
The dog was rushed to a veterinarian, where a microchip was found. The chip was traced to Heart Rescue in Cincinnati, which adopted out the dog in 2011. That information is being investigated, the sheriff said.
The county dog warden is investigating the animal cruelty case.
