Arthur Pelham’s frozen body was found face-down outside the Clayton County home of a woman who was supposed to be caring for him.

Instead, Dale El Smith was convicted of leaving the disabled Vietnam veteran outside while she watched television.

“She killed my brother,” Donald, told The Atlanta Journal-Constitution.

With the number of aging Georgians growing, officials are cracking down on the rising problem of elder abuse.
