A mother has filed suit accusing the Georgia Building Authority of negligence leading to the death of her son after he fell through a skylight at the Pratt-Pullman yards in 2016.
Marcelle Ellis Fulton’s son, Alexander “Ty” Tinsley Flynn, 19, of Dunwoody, died two years ago as of Sunday at the landmark in Atlanta’s Kirkwood area. Until last June, the authority owned the old rail yards, which are known as a favorite spot for graffiti artists and people shooting photos and videos.
The Georgia Bureau of Investigation has said Flynn died after going into the property to skateboard.
A spokeswoman for the building authority declined to comment because the litigation is pending.
The suit alleges that the authority “knew or should have known” that the property was unsafe, with “one or more affixed ladders leading to dangerous activity and/or hidden perils.”

The complaint, filed in DeKalb County State Court, says the burden was on the authority to prevent access to the property, especially when there were skylights that weren’t “conspicuously visible” and presented a hidden danger.
Lawyers for the mother are asking for a jury to decide on how much she is owed.
The property is now owned by Atomic Entertainment. Plans are in motion to redevelop the property into a mixed-use project catering to the film industry.
