Georgia became one of the first states Monday to formally seek approval for a massive overhaul of how it measures student success under the federal No Child Left Behind law. The state’s NCLB waiver, if approved, would add science, social studies and foreign language to math and reading as indicators of whether a school is passing muster. The state also would go to a five-star rating system for schools, with colored flags indicating whether individual schools are making gains. The current system rates schools as making adequate yearly progress (AYP) or not. Secretary of Education Arne Duncan has said Georgia’s plan could be a model for other states. Georgia ranked No. 12 in the country for enrolling a high number of foreign college students, according to a report released Monday.
The state's public and private colleges enrolled 15,359 foreign students during the 2010-11 academic year, an increase of 4.4 percent from the previous year, according to the Institute of International Education.
Georgia Tech, Emory University, Georgia State, University of Georgia and Savannah College of Art and Design teach the most international students.

Fulton Commission Chairman John Eaves will ask the panel Wednesday to pay Grady Memorial Hospital the $3.9 million the county has withheld this year. Despite contract changes meant to ease the flow of taxpayer dollars to the safety net hospital, Grady has still had trouble proving that Fulton's money goes to treat Fulton's needy patients.
The commission voted earlier this month to widen the pool of qualified patients, adding indigent and uninsured patients who seek emergency room care. The commission budgeted $52.2 million for the hospital this year. JOHNNY EDWARDS
