The Georgia Supreme Court on Monday reinstated the death sentence imposed in Hall County against Scotty Garnell Morrow for the murders of his ex-girlfriend and her friend.
A judge overseeing Morrow's appeal had ruled Morrow's trial attorneys were so ineffective during the 1999 trial's sentencing phase that a new one was necessary, but a unanimous Supreme Court reversed that ruling. Morrow was sentenced to death for the fatal shootings of Barbara Ann Young, his girlfriend, and her friend, Tonya Woods, on Dec. 29, 1994. He also shot and wounded LaToya Horne at Young’s home, which he entered after she’d broken off their relationship. BILL RANKIN

The State of Georgia has received $3 million in federal funds to improve access to medications for people with HIV or AIDS. The Georgia Department of Public Health is using the money to help shorten the waiting list for the state's AIDS Drug Assistance Program, now at about 1,732 people. State employees and teachers now selecting health plans for 2012 can switch children into PeachCare for Kids. To quality for the program, income may not exceed 235% of the federal poverty level -- $43,546 for a family of three. The new option for those in the State Health Benefit Plan will save the state money since the federal government pays much of the PeachCare tab. The program offers low premiums and pays doctors less than the SHBP. Coverage for children under age six is free; coverage for old children is $10 to $35 a month.
