A motorist was killed early Tuesday after he wrecked his car on a downtown Atlanta interstate ramp, got out to inspect the damage and was struck by a second vehicle, police said.

Atlanta police Capt. Adam Lee III told the AJC that officers responding to a 2:30 a.m. report of a wreck on the ramp from I-85 southbound to 17th, 14th and 10th streets found a car on fire and rescued the driver.

Another vehicle had also wrecked, and a short time later, officers found the driver of that vehicle deceased in a nearby grassy area, Lee said.

He said that witnesses told investigators that the driver of that vehicle hit a guardrail at the beginning of the ramp, "got out to look at the damage, then he was struck by the second vehicle."

The second vehicle then hit a concrete wall and caught fire. The driver of that car was pulled from his burning vehicle and taken to Grady Memorial Hospital in stable condition, Lee said.

Police spokeswoman Kim Jones said that after the second driver, 35-year-old Joshua Taylor, refused to submit to a blood test, investigators obtained a search warrant that allowed them to take a blood sample.

Jones said Taylor has been charged with homicide by vehicle and DUI less safe. Additional charges may also be filed, she said.

Taylor is in the Fulton County Jail awaiting his first court appearance, sheriff's office spokeswoman Tracy Flanagan said Tuesday night.

The identity of the man killed was not immediately available.
