DeKalb health board names new manager
The DeKalb Community Service Board has named Phil Hibbert as its new chief operating officer, to help the CEO direct healthcare services across the county.
The board provides community-based mental health services, ranging from substance abuse treatment to programs for developmental disabilities, to more than 11,000 residents.
Hibbert -- who holds degrees in information systems, organizational behavior and business administrations, most recently served as CEO of Atlanta's Integrated Health Resources.
