The Atlanta school board failed Monday to accept sanctions against one of its members for ethical violations related to his use of a Atlanta Public Schools credit card. The vote failed 4-4. Courtney English, the member in question, abstained.

An ethics panel recommended earlier this month that member Courtney English receive a public reprimand, lose the use of his credit card and pay a $2,500 fine to the school system. The money will be used for student development.

The disallowed charges totaled $855.83 and were made between May 29 and June 30. They included an airline ticket, food, gratuities, hotel and taxi charges. English has said he did not fully understand the terms of the card's use and thought he could use the credit card for personal use as long as he paid the system back.
