Atlanta, Fulton test diversion program to keep homeless from jail

Moki Macias’ goal is to keep people out of jail.

Macias is the leader of the Atlanta/Fulton County Pre-Arrest Diversion Initiative, a two-year pilot program that seeks to offer alternatives for people who are arrested again and again and again for crimes of poverty, or those that stem from addiction or mental health issues.

How will Macias and the city of Atlanta determine if the program is a success?
