Student accused of filming in Georgia State campus restrooms arrested

A Georgia State University student, identified Wednesday night as a suspect in recent secret filming incidents in campus restrooms, has been arrested.

The incidents took place Monday and Tuesday in the University Commons student housing building, the Student Center and main campus library’s North building, university police said. Both male and female students were targeted.

Donny R. Techiera was taken into custody Wednesday shortly after investigators named him as the suspect. He is facing two counts of felony unlawful surveillance and a single count of public indecency.

Techiera was booked into the Fulton County Jail. He was granted a $23,000 bond Thursday, according to the Fulton County sheriff’s office. His next hearing is slated for Feb. 13.

“(The victims) saw somebody pushing a red cellphone from the stall beside them and pointing it up toward them,” GSU police Chief Joseph Spillane said. “They didn’t know if someone was taking a photo, or if they were being filmed.”

Spillane said his department sent a campus alert reminding students to be aware of their surroundings. Initially, they were not sure if the suspect was a member of the public, as the buildings have both unrestricted and restricted areas.
