3. Atlanta city hall bribery scandal: contractor cashed in on ice storm. The Atlanta contractor who has pleaded guilty to bribery at City Hall cashed in on a February 2014 ice storm, an Atlanta Journal-Constitution/Channel 2 Action News investigation found. Elvin "E.R." Mitchell's Cascade Building Systems earned $5.3 million from the city and got 65 percent of the work during the time he has admitted paying at least $188,000 in bribes to win city contracts.[Read more]
