The woman ran over to officers nearby who were finishing a different call and they were able to catch up to the tow truck and reunite the child with her mother, KBAK reported.

The apartment complex has strict parking rules and a tow company is quick to enforce them, KBAK reported.

The driver said he did not see the child inside. The mother and witnesses told police she tried to tell the driver, KBAK reported.

California law indicates that a tow truck operator has to release a vehicle if its driver makes contact before leaving private property, KBAK reported.

Investigators are now looking into filing possible child endangerment charges against the tow truck driver, KBAK reported.
