A graphic picture of a little girl duct taped and hogtied is under investigation in Gibson County, Tennessee.
The Gibson County Sheriff's Office posted about the photo on their Facebook page, confirming that it is under investigation. Sheriff Paul Thomas also told FOX13 the Department of Child Services is involved in the investigation.
"This is an ongoing investigation," Sheriff Paul Thomas told FOX13. "Charges are expected, and the little girl is safe."
