Business owner Ron Perkinson opened Volusia Top Gun a few years ago.

Commissioners raised safety concerns over the mix of alcohol and guns on the same property before voting on the measure on Wednesday night.

A local newspaper reports Commissioner Ruth Trager was the lone holdout as she questioned the developers about how they'll know whether someone is sober or a felon.

Perkinson told commissioners the group plans to turn the vacant building into an upscale restaurant, not a bar. But he said he needs alcohol sales to make the restaurant profitable.

He told commissioners he'll keep a watch list of customers who may cause trouble and will call police when necessary.

"Guns, whether you're planning to have a drink afterwards or not, will not be allowed in the café area at all," he said.

Perkinson told WFTV in June that they'll track those drinking alcohol by using their driver's licenses. He said those people will not be allowed to shoot if they're drinking.
