They said the child went outside to play instead and got tangled in a single-line electric shocker fence used for the dogs. Police said the mother tried to get the fence off of the child and also got shocked.

They said a passerby saw what was happening and stopped and helped free the boy. The passerby did CPR on the child until the paramedics arrived. They said the voltage the child received was 110.

The child was taken to a local hospital.
