DeKalb County police said the victim, 56-year-old Roy Rowland, was marking North Druid Hills Road with paint for upcoming waterline repairs. He was hit near the intersection of Kittredge Park Drive near a Target shopping center by a driver headed east.

Rowland was pronounced dead at the scene, police said. He worked for a private company contracted with DeKalb County.

“There are no charges pending at this time and the investigation is still ongoing,” DeKalb police spokesman Sgt. J.D. Spencer said in a statement.

No other details were released.
