The Sandy Springs Police Department will handle Alpharetta's internal investigation into whether two of its police officers showed favoritism to a city councilwoman's husband, according to Assistant City Administrator James Drinkard. The department planned to turn the case over to the GBI, but the state wouldn't take it because there's no crime alleged, GBI spokesman John Bankhead said.

The GBI will, however, handle the criminal side of the case -- the accusation that Paul Oakes, husband of Councilwoman Cheryl Oakes, flung a 4-year-old child off a swing.
