The owner of Gwinnett Place mall says it has settled on a new redevelopment plan it will submit to county officials in March.

The concept would include a request for a rezoning so Moonbeam Capital Investments can convert some of the languishing Duluth mall into offices, rework shopping space and tear down a former department store to make space for 340 apartments, according to Shawl Pryor, the senior vice president of a Moonbeam affiliate handling the plans.

Pryor acknowledged delays in an earlier timetable for redeveloping the property, which Moonbeam bought for an astoundingly low price in 2013.

“We did not purchase Gwinnett Place to let the mall become a dilapidated and blighted property,” Pryor said.
